In reply, I beg to state that it is not usual for the Commissariat to settle in a case of this kind, except by the direct authority of the Treasury Board; but, as I understand from your letter that, if the claims in question are not paid by me, it is the intention of His Excellency to re-imburse himself, by drawing on the Lord of the Treasury, the authority of the Colonial Office letter, and, as such a mode of payment would, as you observe, be very unfavorable to Government in the present state of the exchange, I deem it my duty to depart from the usual course of proceeding, and will prefer to advance on this Excellency's requisition his claim.
